Fire Division Chief Charged with Possession of Child Pornography

A Division Chief for the City of La Crosse Fire Department is accused of possession of child pornography. 52-year-old Frank Devine was charged today in La Crosse county court with one count possession of child porn. According to the criminal complaint, a tip from the national center for missing and exploited children led to an internet protocol – or IP address – linked to Devine’s home. The complaint says Devine has been employed with the City of La Crosse for 19 years.

Assistant chief of operations, Jeff Murphy says Devine has been placed on administrative leave. In a brief statement, murphy said quote–“These are serious allegations that are being handled by the proper authorities.”

Devine, who’s served as Division Chief of Training and Special Operations for the department is out on a $5,000 signature bond. He’s due back in court on April 10.
